I'm itching to update my iMac now. I'm tempted to wait until they start shipping with Lion though.
As far as iPad 3 rumors go, I really never bought into them. I imagine that if there is ~any~ truth at all to a fall update, it might be an extension to the current line, like a 128GB model in time for the holidays. (although, given Apple's rumored cloud strategy, we may not see 128GB iPad's for a while...)

If you insist on doing this in a single box, consider running Linux. There are quite a number of good vendors for reliable, high-density Linux boxes and storage systems.
Linux is definitely the way to go. Unfortunately, using a ready-made solution will definitely exceed the budget.
DIY would be better cost wise, but it comes with the compromise of self-support. And it's likely to exceed the budget as well. :(
I'm surprised nobody has mentioned 3 TB drives, you can get 7200 RPM 3TB drives for $179 or 5400 RPM 3TB drives for $149 these days, why not reduce the number of bays you need by ~50%.
At this level, enterprise disks would be required with a hardware RAID card for stability reasons (RAID6 given the member count), and recommended if done via a software implementation (i.e. multiple arrays in Z-RAID2 + 2 hot spares per array due to both the member count, and it's to be used for remote access <I treating it as a remote system too = no person available 24/7 to fix a fault>).
A Hitachi 3TB Ultrastar goes for $350 each from newegg (here (http://www.newegg.com/Product/Product.aspx?Item=N82E16822145477&cm_re=3tb_internal_hard_drive-_-22-145-477-_-Product)).
2 arrays @ 7 members each + 2 hot spares per (RAID6 or Z-RAID2), gives a usable capacity of 30TB.

I wouldn't dismiss this rumor completely, albeit the likelihood of it actually happening seems very slim. On the other hand, I remember in the months leading up to the iPad launch had secured trademark rights for the words "iPad" and "Slate" by way of two different "shell" companies. Does anyone remember that? Yes, we obviously know that one of those trademarks is currently in use and it's very likely there aren't any plans to use the other (Slate) trademark at all. Given have yet to use it, it's feasible that said trademark could be used in conjunction with the iPod namesake and thus we could see an "iPod Slate" this fall. That could be the rumored iPad 3 in smaller form factor (bigger than iPod Touch yet smaller than iPad). Just a hunch.

I'd call it lazy instead of easier. They could easily detect the current version installed and download the approriate patch, or fall back to the whole OS if it's not the most recent update.

Yeah it can be turned off. It's actually off by default. Not only would it be obnoxious, but could really take some time to load and a lot of overhead to manage.

its seems like more stock is getting to the stores now, My wife just got one at Best Buy and there was no fanfare or lines they had more in the back, she had to ask. Maybe Ship dates will get better as time goes

I took this to mean traffic as in network traffic. iOS devices, and all new smartphones, utilize a lot of network traffic. It wouldn't surprise me if they were looking at more robust ways of utilizing traffic, compression, etc. I'm not sure how they would collect traffic data. I suppose if they see a cell signal sitting in the same place for 20 minutes, it would reflect a traffic jam. But then again, they could have parallel parked and went to go grab a Starbucks.
